Idaho National Laboratory is hiring a strategic Labor Relations Manager to provide executive-level leadership for labor relations across INL's Nuclear Operations, Employee Safety & Health, Safeguards & Security, and Facilities & Site Services organizations. This role serves as INL's chief labor relations strategist and spokesperson, responsible for developing comprehensive labor relations strategies that align with laboratory objectives while maintaining positive stakeholder relationships.

Key Responsibilities include:

Strategic Leadership & Planning

  • Develop and execute INL's comprehensive labor relations strategy in alignment with laboratory strategic objectives
  • Lead negotiations for six collective bargaining agreements, serving as chief spokesperson and negotiator
  • Create and maintain strike contingency plans to ensure continuity of critical laboratory operations
  • Provide executive counsel to the Laboratory Director and Associate Laboratory Directors on all labor relations matters
     

    External Stakeholder Management

     

     

  • Maintain strategic partnerships with DOE headquarters, DOE-ID, INL Senior Leadership, and senior leadership of bargaining units
  • Foster collaborative relationships with NLRB, Federal Mediation and Conciliation Services, and Department of Labor
  • Serve as INL's Davis Bacon Act Chair, ensuring compliance across all applicable projects
  • Participate actively in Battelle Communities of Practice to leverage best practices and address DOE-wide labor relations challenges
     

    Operational Excellence
     

  • Oversee comprehensive grievance and arbitration processes, working closely with Legal on complex cases
  • Ensure strict confidentiality protocols for all sensitive employee information and compensation data
  • Provide day-to-day guidance on labor relations matters affecting represented employees as well as guidance to line management regarding the execution of bargaining agreements. 
  • Lead and develop the Labor Relations team to build organizational capability
     

    Compliance & Risk Management
     

  • Demonstrate expert knowledge of National Labor Relations Act and Davis Bacon Act requirements
  • Monitor evolving labor law landscape and implement necessary policy adjustments
  • Coordinate internal and external labor relations services to optimize efficiency and effectiveness
     

Minimum Requirements: 

  • Master’s degree in human resources management, Industrial Relations, Business Administration, Psychology, or related field with 7+ years of related experience OR Bachelor’s degree and 10+ years of related relations experience OR 15+ years of related experience in lieu of degree.
  • Related experience includes:
    • Proven track record negotiating complex collective bargaining agreements in multi-union environments
    • Demonstrated experience managing labor relations in organizations with complex CBAs
    • Strong leadership experience with small to medium-sized teams

Preferred Requirements: 

  • Federal contractor or government agency labor relations experience
  • Experience in scientific, technical, or research environments
  • Knowledge of federal procurement and contracting labor requirements
  • Professional certifications in labor relations or human resources (PHR, SPHR, etc.)
  • Experience with arbitration and labor litigation processes

Job Information: 

  • The target pay range for this position is $165,026 - $240,150 annually. The full pay range is $124,848 - $324,600. At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials. 

     

Physical Requirements

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 35 pounds. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with people is required.
