Idaho National Laboratory’s (INL) National & Homeland Security (N&HS) Directorate is seeking an experienced technical professional for the role of Department Manager to lead our Spectrum Innovation Department. The person chosen for this position will report directly to the director of our Wireless Communications Research division. Our team works a 9x80 schedule at our Research and Education Campus in Idaho Falls with every other Friday off.
The Department Manager will be expected to provide strong leadership direction and personnel management for a department of approximately 30 staff involved in innovative technical research and development to support Department of Energy, Department of Defense, Department of Justice, and Department of Homeland Security sponsors. The Department Manager also will be looked upon to develop strategy, manage the department’s budget, provide professional development opportunities for staff, and develop additional government and industry sponsors.
Responsibilities Include:
- Lead and manage a team of circa 30 researchers focused on secure wireless communication as a key enabler for mission critical systems.
- Lead and manage researchers pursuing Advanced Dynamic Electromagnetic Spectrum research; Electromagnetic Spectrum Agile Access; Electromagnetic Spectrum identification and documentation; and Advanced Radio Frequency Waveform research and implementation.
- Expand and diversify INL’s wireless and dynamic spectrum customer base.
- Provide tailored support to governmental agencies, academia, and industry.
- Exhibit spectrum management and policy expertise to help accelerate the adoption of secure and resilient communications technologies, dynamic spectrum access and sharing, and secure communications access across all critical infrastructure sectors.
- Manage a research team that combines software defined radios with innovative, next-generation electromagnetic communications technologies.
- Set department strategy and allocate resources within approved budgets for assigned business development efforts and strategic programs.
- Communicate directly with primary mission area clients on matters of scope, cost, and schedule consistent with INL goals.
- Determine researchers’ performance criteria and associated measures.
- Hire new staff as needed to meet current and emerging R&D objectives.
- Perform all necessary personnel management activities within the department, including providing training and other professional development opportunities, establishing performance criteria, drafting performance appraisals, conducting salary reviews, and recommending promotions and other forms of pay increases for deserving employees.
- Develop strategic short- and long-range plans and proposals for the department.
- Coordinate cross-over opportunities and resources with other departments within the Wireless Communications Research division.
- Provide recommendations to the Director of Wireless Communications Research on cooperative opportunities with INL’s other science and technology directorates (i.e., Nuclear Science & Technology, Energy & Environment S&T).
- Ensure work is performed in a safe, secure, cost-effective manner consistent with INL and Department of Energy regulations and in keeping with INL’s mission, vision, and values and within defined cost, scope, and schedule.
- Hold staff accountable for performance.
- Promote communication to develop mutual trust and teamwork. Anticipate change and adjust promptly and effectively.
- Further, the department manager will direct department personnel, make work assignments with expertise and project complexity, conduct regular status updates on projects, and report progress or challenges to division management.
Minimum Requirements:
- Baccalaureate degree, preferably in an engineering discipline, plus 5 years’ relevant experience, or Master’s degree and 3 years’ relevant experience, or PhD and two years’ relevant experience. Relevant experience includes research focused on wireless and communications technology protocols, systems employment, and testing.
- Must have at least 2 years’ experience formally leading and managing organizations, teams, or groups as a first-line supervisor or higher (not including engineering technical leadership or technical program/project management).
- Must be a U.S. Citizen and be able to obtain and maintain DOE “Q” clearance, Sensitive Compartmented Information (SCI) access, and additional special accesses as required. Must be willing and able to complete a polygraph examination.
Ideal Candidate:
The ideal candidate will hold at least a Master’s degree in an engineering discipline closely related to communications technology, will have successfully served in one or more formal personnel management roles, and will have worked for, or with, one or more U.S. government agencies and/or U.S. military components on R&D to solve current and future communications challenges.
Job Information:
- The target pay range for this position is ($138,143 - $209,345) annually. The full pay range is ($103,032 - $262,740). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.

- TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
Physical Requirements
While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 50 pounds without assistance. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required.
