Responsibilities
Idaho National Laboratory is seeking a Project-Hire Contract Specialist. In this role, you will be expected to work in accordance with applicable directives, federal regulations (e.g.. Federal Acquisition Regulations, Department of Energy Acquisition Regulations, DOE Policy Flash, etc.), guidance and approved purchasing system policies for acquisition planning, acquisition strategy, development of sources, solicit proposals, evaluate proposals, negotiate, award, expedite, and implement changes/modifications via appropriate contracting vehicles to acquire goods and services required for the INL to accomplish its mission. Upon completion, execute all acquisition related closeout activities and required follow-up. Duties for this position include, but are not limited to: - Determine reasonableness of vendor proposed pricing through the use of recognized analytical techniques (e.g.. Price Analysis, Cost Analysis, etc.) by the examination of the proposed elements of cost/price. - Maintain precise documentation to justify decisions, conclusions, findings or recommendations. - Use working knowledge of relevant laws, regulations, policies, standards and procedures. Interpret this set of guidance and directives to specific issues or challenges. - Act as an acquisition advisor to laboratory programs and sponsors. - Recommend changes to new and existing regulation, policies, standards and procedures. - Provide acquisition support for the issuance of subcontracts and purchase orders of increasing complexity generally valued at less than $500,000.00. - Provide recommendations for in the resolution of problems or challenges and the corresponding development of solutions within applicable rules, laws, regulations, etc. Collaborate with others and/or work within acquisition and cross-functional teams to address challenges, institute improvements and achieve the goals /objectives of the laboratory. - Use computer systems or applications to access, create, edit, print, send, retrieve, or manipulate analytical data, files, or other information. - Use established Integrated Safety Management Systems principles to insure work is conducted safely. |

Baccalaureate degree plus 5-8 years' experience, or an Advanced degree plus 3-6 years' experience is required.
Candidates must provide a cover letter explaining why you feel your relevant experience and education make you a good fit for this position/organization. Candidates must be able to obtain and maintain an active Department of Energy "L" or "Q" clearance. Preferable experience in the software acquisition arena, including software license agreement negotiations, cloud based solutions and software as a service based agreements. Experience with negotiating is preferred. Experience with awarding/managing Fixed Priced Subcontracts is preferred. Experience with awarding/managing software and hardware based acquisitions is preferred. This position may be offered as a project hire. |
