Responsibilities
 
The Materials and Fuels Complex (MFC) at the Idaho National Laboratory (INL) is Nuclear Facility Technicians to work in either Fuels Conditioning Facility (FCF), Hot Fuel Examination Facility (HFEF), and or Irradiated Materials Characterization Laboratory (IMCL). 
 
INL is recognized as the lead national laboratory for DOE-NE, providing much of the nuclear research, development, and demonstration capability needed to move nuclear innovation forward to deployment. MFC hosts a unique combination of personnel, facilities and infrastructure and offers the ability to perform research and development of nuclear fuels from fuel design, development and fabrication through post irradiation analysis.   
 
Nuclear Facility Technicians perform a variety of work activities including tracking, packaging, transferring, receiving, and storing fissionable materials, handling and treating radioactive and hazardous material.  Key functions of the position are: 
 
Functions:
  • Operate and perform some maintenance on facility equipment and systems. Facility equipment and systems may include overhead handling systems, remote handling equipment, shielded casks, facility utilities, operational support systems, gloveboxes and testing equipment.
  • Fully demonstrate and integrate Human Performance Improvement (HPI) knowledge in all work processes.  Contributes to an environment where use of HPI tools are the normal standard practice, expected and appreciated. 
  • Skilled and proficient in knowledge of job, capable of training others for job tasks. Limited supervision and no instructions needed for routine/daily work. Skillfully performs standard technical procedures that range from routine to specialized, under technical supervision.
  • Maintain accurate records of facility operation, equipment performance, production, treatment and experimental data in logbooks, log-sheets, or other data packages as required by facility programs and administrative procedures.
  • As requested, review and provide operational input to proposed procedures, procedural revisions and proposed modifications to facility equipment/systems.
  • Adapts and applies standard procedures for assigned tasks and known processes, such as experiments requiring minor modification and setting up and operating test equipment.
  • Performs data analysis and maintains proper documentation, understand and perform material transfer limits, material at risk evaluations, criticality requirements, supports maintenance and engineering to perform equipment performance trending.
  • Explores alternate courses of action or methods to accomplish tasks and provide recommendations to foreman or SS
  • Performs OJT and briefing functions
  • Interacts with personnel from other disciplines to achieve mission outcomes
  • Acts in the work performer and mentor role for routine facility activities, such as material moves, glovebox work/inspections, supporting researchers and maintenance personnel with escort duties and more detailed level facility knowledge, is capable of understanding procedures as directed, proficient with con ops standards.

 
Level 3: Nuclear Navy Experience NEC with HS Diploma and 6 years working in a nuclear field. Candidates must also have a firm understanding of conduct of operations and a practical knowledge of basic engineering theory in the areas of electrical power distribution, instrumentation and control, nuclear physics, heat transfer, and thermodynamics
 
Some positions will require working rotating shifts and/or working nights and weekends to meet mission needs.  Candidates will be expected to complete clearance paperwork, qualification and/or certification in a timely manner.  Required coursework will contain numerous exams to demonstrate technical content knowledge.
 
Required Skills:
  • Must be a U.S. Citizen and have the ability and willingness to obtain and maintain a DOE “L” or “Q” clearance.  Some positions will require inclusion in the Human Reliability Performance (HRP) of which will require additional scrutiny by the HRP Program administrators.
  • Demonstrated hands-on mechanical aptitude
  • Must meet the expectations of all employees at MFC; demonstrated strong work ethic, integrity, customer service mentality, and technical skills for the position
  • Must be willing to learn and comply with DOE conduct of operations requirements and Integrated Safety Management System (ISMS) principles.
  • Must be willing and have the ability to complete Rad Worker II qualifications. Donning and doffing of anti-contamination clothing and wearing a full face respirator or self-contained breathing apparatus.

Work Conditions: Facility: Stairs; Environmental Conditions: Radiation work; Equipment: ladders >6 feet, protective clothing, respirator use, typing/keyboard; Personnel Requirements: Rotating shift work, >8 Hrs/day, overtime/irregular hours, working alone.
 
Certification Exam(s):  Fissile material handler, Crane Overhead (Cab, Pulpit, & and "some" remote), Human Reliability Program (HRP) or Testing Designated Position (TDP), Nonreactor nuclear facility operator, Respirator user.
