Responsibilities
 
Idaho National Laboratory (INL) is seeking a Senior Technical Advisor. The Senior Technical Advisor (STA) for Material Recovery shall be the lead subject matter expert (SME) for large ($50M), complex (multiple labs, US government interagency, foreign partners), programs supporting the NNSA Office of Material Management and Minimization (NA-23). As such, the STA provides expertise in the areas of health physics, criticality safety, and nuclear material processing and characterization to enable the NA-23 mission of removal of fissile materials from potential use in weapons of mass destruction.
 
In addition, the STA is a key relationship manager for NA-23, developing and negotiating material removal programs at the executive level in partnership with the US interagency, the International Atomic Energy Agency, and target countries (Technical and Ministerial engagement).
 
The STA will also be Country Officer designated, where project execution and fiscal management responsibilities are required for large contracts involving specialized legal and safety related expertise (e.g., Code of Federal Regulations regarding Nuclear Safety and Transportation, IAEA Regulations for the Safe Transport of Radioactive Materials), often in an environment of less developed regulations at the target county. As such, the STA must be able to function not only as a technical and regulatory SME, but also with poise and maturity under potentially high-pressure, high-stress situations. Frequent international travel is required, including to high-threat regions that require Foreign Affairs Counter Terrorism training.

Master of Science degree in related science or engineering discipline and 15 years of experience.  A Professional Engineering certification is desired.

 

Must be a US Citizen and have the ability to obtain and maintain a DOE "Q" Clearance and "SCI" Clearance.

 

Demonstrated record of successful technical and program leadership in material recovery and material security programs with significant direct experience (>5 years) working with the Office of Material Management and Minimization.

 

Knowledge and understanding of  and demonstrated performance under relevant legal and regulatory requirements such as Code of Federal Regulations regarding Nuclear Safety and Transportation, IAEA Regulations for Safe Transport of Radioactive Materials, and various nuclear material handling rules and regulations.

 

Demonstrated experience in providing leadership, strategic and tactical planning, and overall leadership and execution of large, complex, and technically challenging programs requiring multidisciplinary integration across multiple countries and organizations.

 

Demonstrated experience interfacing with executive-level domestic and international customers to strategize, develop, negotiate, and define goals/milestones and scope.
