Responsibilities
 

Idaho National Laboratory (INL) is seeking a Subcontract Field Representative (SFR). The SMC SFR manages contracts and provides field coordination, direction and management of Subcontract activities at SMC in accordance with company policy and procedure and in accordance with legal requirements for the work being performed. Must have a complete understanding of technical principles to write complex statements of work and submit subcontract requests. The SFR must have the technical competence to exercise judgment in evaluating the criteria and specifications for the subcontract work to be performed. 

 

The SFR position requires daily interface between Operations, Engineering, and Maintenance Management to ensure facility needs and requirements are met. Also required is professional interaction with the Subcontract Administrator (SA), the Subcontract Technical Authority (STA) and the Service Subcontractors as the field representative. The SFR is responsible to represent and protect the security, safety, operation and schedule of the SMC facility.  Decisions made by this individual have consequences that could impact the mission and success of the SMC project.

 

This SFR assignment requires a comprehensive understanding of environmental, facility, Health and Safety, and Rad Con requirements, and an understanding of operation of sophisticated manufacturing and facility equipment. 

 

The SFR will:

• be accountable for authorization and coordination of work and scheduling Subcontract activities to provide minimal impact on SMC facilities and

        production.

• understand and provide the required facility resources and personnel to support outages, LO/TO, escorts and other requirements for the Subcontracted

        work scope.

• work with the requester (Subcontract Technical Authority (STA) to ensure that the scope of work is complete, workable, and clear and that all special

        conditions and requirements to perform work at SMC are included. 

•      have, or quickly develop the technical knowledge of SMC facilities needed to support development of concise, understandable and workable Job Safety Analysis’ (JSA).

• understand and provide clear expectations on how Sub-Contract personnel will comply with INL and SMC Work Management requirements.

• ensure that changes in JSA’s are approve by SMC and accepted by the Subcontractor.

• act as the Point of Contact (POC) to resolve difficult issues, questions or problems arising in the course of subcontract work at SMC.

• provide pre-job briefings prior to sub-contract work execution.

• ensure contractual changes are addressed by the SA. 

• work with the STA, SA, Subcontractor, and Facility personnel to suggest, develop, instigate and follow through with, plans for improving, expediting,

        and making work more effective and efficient. 

• review and approve progress payment to the Subcontractor and coordinate partial and final project transfers. The SFR is the internal advocate to

        ensure Subcontract issues and related actions resolved quickly and correctly.

• ensure the product provided by the Subcontractor in regards to quality, efficiency, safety and compliance. 

• document Subcontractor performance on the daily reports, leads Subcontract progress meetings, performs safety walk downs, manages Subcontract

        changes, ensures schedule performance, keeps other project team members informed on progress and issues, quality inspections and ensures

        compliance with the Subcontract documents. 

• in the event of an accident or incident, provide immediate care, make the appropriate notifications and initiate emergency response as required.

• ensure consistent implementation of Conduct of Maintenance, Conduct of Research, principles of Integrated Safety Management and Quality in

        accordance with Subcontract requirements. 

• perform work independently with minimal management intervention including the determination of assignment objectives and development of

        approaches to solutions.

• mentor, schedule, coordinate and assist those who are trained and qualified and who act in a part time SFR capacity.


Bachelor's degree and 2 years of relevant experience or an advanced degree and 1 year of relevant experience. Equivalent combination of education and experience may be considered in lieu of a degree.
 
• Must be a US Citizen and be able to obtain and maintain a DOE “L” Security Clearance
• Physically able to perform SFR work including ability to wear required Personal Protective Equipment
• Computer skills
• Understanding of Subcontract processes and documentation
• Good communication skills
• Ability to take charge, stop work, handle controversy, provide solutions
 
Desirable but not required
•           Certified by OSHA 30 hour Construction Course

Certification Exam(s):  Testing designated position (TDP)
