Responsibilities
 
Idaho National Laboratory (INL) is seeking a candidate for a Transient Reactor Testing (TREAT) Program Manager.  The program manager leads all program/business management functions for successful execution of the various programs conducting TREAT experiments. The TREAT program includes fuel development and qualification and material testing for a variety of different fuels and materials including LDRDs, ATF, NSUF, TerraPower, and others, some of which may lead to NRC licensing activities.
 
The responsibilities of this position include: 1) establish and maintain integrated life-cycle schedules and cost control processes from experiment conception through closeout, including cross-program integration, 2) identify and oversee accomplishment of milestones, notable outcomes, and other performance metrics, 3) provide performance analysis in a timely manner to make informed decision on the status activities to enable corrective action, 4) prepare, maintain and implement the TREAT program execution plan, quality assurance plan and other management plans as necessary to ensure the program is executed in timely, efficient, and cost effective manner, 5) develop and coordinate acquisition strategies, statements of work, CRADAs and other contractual documents, 6) coordinate, in conjunction with the program technical leads and Nuclear Fuels & Materials division, the overall administrative structure for execution of the work, 7) act as a liaison between the program and other organizations, particularly the cross-functional performing organizations across the INL (e.g. REC, MFC, TREAT), the associated experiment and work scope managers, and DOE (ID/HQ) counterparts associated with program/business management aspects, 8) understand and support development of program strategies/objectives/priorities and ensure translation into effective implementation, 9) ensure deliverables meet expectations, 10) report progress and issues to program technical leads, management and DOE, 11) respond to management and DOE requests. The program manager must proactively manage the significant programmatic risk associated with these experiments across all levels of the organization and do so with minimal direction.

Baccalaureate plus 5 years relevant experience or a MS degree plus 3 years relevant experience or PhD plus 2 years relevant experience

Special Requirements and/or Training:
• Project Management Professional certification desired
• Successful experience working within NQA-1 requirements
• Extensive experience with earned value management system
• Familiarity with the DOE budgeting process
 
Must be a US Citizen.  Must be able to obtain and maintain a US DOE L-clearance.
