The Idaho National Laboratory is seeking a Financial Analyst. You will work a 4x10 work schedule, at our desert facilities outside of Idaho Falls with every Friday off. This position requires you to be in the office during the full work schedule.
Serves as the liaison between lab operations and Business Management to ensure contract compliance in all financial matters by providing guidance on cost accounting standards, funding determinations, purchasing requirements, contract modifications, agreements with external partners, material requests, and invoice approvals.
You will report to the Financial Planning & Analysis, Director.
Responsibilities Include:
- Collaborates with managers on the development and review of plans, estimates, costs, contracts, schedules, and resources.
- Utilizing lab Business Systems (e.g., P6, BDSIS, COBRA, etc.), develops and implements tools to perform analysis, evaluation, tracking and reporting of cost, schedule (if needed), budget performance, and funds management for assigned work and facilitate timely resolution of discrepancies. Provides recommendations for necessary adjustments to decision makers based on detailed analysis and projections.
- Develops earned value and/or budget baselines, Work Breakdown Structures (WBS), INL work authorization documents (IWAD), performance measurement and analyses, spend forecasts, performance forecasts, estimates to complete, estimates at complete, cost control, proposals, and earned value performance measurements (when required).
- Works with stakeholders (e.g., engineering, procurement, agreements, construction, business management, etc.) to ensure they understand their financial performance against planned baselines. Inform customers regarding spending trends and funding levels to aid them in making business decisions.
- Provide critical inputs in the development of laboratory overhead rates (e.g., business volume forecasts, budget model development, service centers, etc.).
- Provide support (requested financial data) during audits and corrective action planning for internal and external audits, and cost management reviews.
- Guides Technical Point of Contacts with the calculation of timely accruals on contract work as well as management of outstanding commitments.
- Responsible for financial health of respective areas they oversee, including prudent cost management
- Solves complex financial problems.
Minimum Requirements:
Level 1: Bachelor's Degree with a degree in Finance, Accounting, Economics or Mathematics.
Level 2: Bachelor's Degree and 2 years of relevant experience OR a Master’s Degree with a degree in Finance, Accounting, Economics or Mathematics.
Job Information:
The pay range for this position is: Level 1-410 ($46,392-$90,564) and Level 2-420 ($56,196-$109,644).
