Personnel Security Specialist

Idaho National Laboratory is hiring a Project Hire Personnel Security Specialist to work in our Badging and Clearances department. Our team works a fulltime schedule located at multiple locations across the INL Site.

The Personnel Security Specialist will be involved in the processing and issuance of HSPD-12 credentials, processing clearances, and supporting the upcoming rollout of Trusted Workforce 2.0. You will report directly to the manager of the Badging and Clearances department.

Responsibilities Include:

  • Initiate pre-employment background screening. 
  • Issue security badges, permits, and perform database input for the INL access control systems. 
  • Be responsible for badge issuance documentation for INL employees and subcontractors. Ensure that all inactive and lost badges are removed from the system.
  • Be responsible for U.S. visitor management and access. 
  • Facilitate the international colleague review and access process. 
  • Responsible for HSPD-12 enrollment and activation functions. Conduct reviews of governmental forms clearance and HSPD-12 forms for completeness and accuracy before submission to DOE.
  • Distribute program information to customers and collaborators. 
  • Maintain documentation of administrator processes and help with program reports.
  • Facilitate drug/alcohol test and documentation process. 
  • Assist system administrator for Personnel Security programs and systems.
  • Support rollout of Trusted Workforce 2.0.

Minimum Requirements: 

  • Level 3: High school diploma, or equivalent, and 4 years of related experience.
  • Level 4: High school diploma, or equivalent, and 6 years of related experience.
  • Experience with badges and credentials.
  • Experience and efficiency in database user functions. 
  • This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship. 

Job Information: 

  • The pay range for this position is: Level 3 ($22.43/hr - $37.00/hr) / Level 4 ($25.79/hr - $42.54/hr). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
  • TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
  • Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.

Physical Requirements:

The position is frequently required to stand, walk, sit, bend, operate a computer keyboard or type, handle materials, or reach with hands and arms performing the essential functions of the classification. The duties require sitting for long periods, accessing stored file boxes and file cabinets, and moving and organizing physical file materials. The employee must occasionally lift 25 pounds. Specific vision abilities required by this classification include close vision, distance vision, depth perception, and ability to adjust focus, conduct research, and inspect materials. Sufficient clarity of speech and hearing abilities required by this classification includes those which permit the employee to discern verbal instructions and communicate effectively in person, by telephone, electronic mail, or Microsoft Teams.
