Building Specialist
Idaho National Laboratory is hiring a Building Specialist to work in our MFC Utilities and Infrastructure department. Our team works a 4x10 schedule located out of our MFC facility with every other Friday off. You will report to the senior manager.
Plan, maintain, modify, and other services for facilities used by our organization. May function as the Facility Landlord and provide convenience services for building occupants.
Responsibilities Include:

Safe and efficient facility operations.

Possess a strong bias for action, be a self-starter with initiative, and the ability to manage competing priorities.

Provide daily liaison between programs, landlord, and tenants to effectively field requests for facilitates, outages, and lockout/tagout.

Lead efforts and build relationships with Construction Field Representatives (CFRs).
-
Ensure work packages are planned and performed following NFPA70E.
-
Confirm critical safety systems within assigned facilities, including Emergency Evacuation Site Alarms, Emergency Response, Firewater, Electrical Distribution, Air, and Instrument support systems for nuclear facilities are fully operational.

Ensure low voltage distribution systems and low voltage breaker testing is performed observing electrical standards and code.

Review lessons learned and ensure similar conditions/hazards have been identified and mitigated in their respective structures, systems, and components for assigned facilities.

Implement building management policy, procedures, and methods related to building service and performance measures observing the established Tenant Use Agreement (TUA) and requirements documents.

Ensure that safety rules and requirements are maintained throughout the facility and that building specific procedures are current.

Interface with facility operations, project integrator and project management, crafts, subcontractors, construction management, customers, and tenants to perform work in assigned building, as well as upcoming construction projects.

Ensure facilities are properly maintained and in a ready to use status (i.e., lights replaced and clean facility).

Identify potential improvements and efficiencies and implement changes. Work with management to develop goals and actions for continuous improvement.

Submit, review, screen and approve Maintenance Work Requests and Work Orders, approve and release work activities for facilities systems under their cognizance.

Work with appropriate staff/counterparts to ensure as-built drawings for their facilities are current and redlines have been incorporated. Ensure that all components identified in the drawings are installed and in working order and appropriate PMs have been written and are in the system for issue.

Observe work activities in their assigned space and act to correct any deficiencies observed (e.g., failure to follow procedures, practices, postings, and permits).

Liaison for project acceptance and turnover. Ensure operational procedures and preventive maintenance justifications are prepared before project closure. Lead technical project planning and reviews. Monitor and report status of projects.

Participate in facility system assessments which include system health, short/long-term planning, and strategic investments.

Respond to tenant concerns and provide technical support regarding facility systems and structures. Help tenants maintain operational excellence. Periodically review compliance status with management.

Support occurrence reporting, issue identification, and conduct building inspections.

Minimum Requirements:

Level 3: Bachelor’s degree in Engineering, Facilities Engineering, Certified Journeyman Electrician, or related technical discipline and 5 years of relevant experience; or Master’s degree in Engineering, Facilities, Engineering or related technical discipline and 2 years of relevant experience; or a high school diploma and 11 years of relevant experience. Relevant experience in industrial maintenance/facilities operation, maintenance, engineering, and prior supervisory experience.

Level 4: Bachelor’s degree in Engineering, Facilities Engineering, Certified Journeyman Electrician, or related technical discipline and 9 years of relevant experience; or Master’s degree in Engineering, Facilities, Engineering or related technical discipline and 6 years of relevant experience; or a high school diploma and 15 years of relevant experience. Relevant experience in industrial maintenance/facilities operation, maintenance, engineering, and prior supervisory experience.

Maintain a valid State of Idaho driver's license.

This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship.

Rad Worker 1 qualification.

Criticality Safety Officer (CSO) qualification, as needed by work location.

Materials Balance Area (MBA) custodian qualification, as required by work location.

Radioactive Materials Acceptance Coordinator (RMAC) qualification, as needed by work location.
The ideal candidate will possess:

Facility Management Professional (FMP) certification.

International Facility Management Association (IFMA) certification.

Building Owners and Managers Institute (BOMI) certification.

The pay range for this position is: Level 3 ($75,804 - $155,496) / Level 4 ($91,008 - $186,588). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
