Responsibilities
 
Idaho National Laboratory (INL) is seeking applicants for a Lead Network Engineer.  Direct and train Information Management (IM) Communications team members on information technology in areas including telecommunications, network security, network engineering, and networking and communications operations. Provide and execute a long-term vision for the Infrastructure that uses best-in-class methodologies. Monitor team performance and employee productivity as requested by immediate manager. Analyze statistical information to ensure compliance with INL vision, missions, standards and established quality assurance policy and procedures. Assist in the preparation of annual and mid-year employee reviews and make recommendations regarding personnel actions such as hiring, and promotions. Manage assigned project activities with a disciplined approach - including planning, scheduling, budgeting, implementation and adherence to standards and procedures. Performs work in a technical lead capacity and makes informed decisions that require the application of a significant range of fundamental principles in a wide and often unpredictable variety of contexts as directed by immediate manager. As part of normal job duties, employees may be required to be in an on-call status to be able to promptly respond to and address user/customer needs.

Perform as a subject matter expert on current computing technologies and standard software applications related to functional area. Provide leadership in identifying, promoting and developing new opportunities within IM. Provide oversight to ensure that technical analysis and resolution of computer systems, INL Standard hardware, software, telecommunication/networking/configurations, and all other computer-related fault situations utilize best-in-class methodology from point-of-contact to resolution. Acts as the customer service liaison providing communications feedback on user needs to other supervisors / management in the organization. Interface with senior management not only within the laboratory but outside (i.e., DOE-HQ, across other labs, etc.). Provide definition and measurement of service level agreements. 

Provide input to policy level direction regarding standards, budget constraints, etc. Participate in security risk and vulnerability assessments, strategy and risk mitigation planning, and the development of computer security policy and governance for functional area of responsibility. Monitor the set of policies/procedures relating to computer and telecommunications infrastructure to ensure operational compliance with Federal regulations, DOE orders, company policies, and industry standards and practices.
 

Baccalaureate plus 8 years relevant experience, or an advanced degree plus 6 years relevant experience with relevant experience or 16 years relevant education/experience in lieu of degree in: 

• Have a good understanding of: Communications infrastructure, wireless, and traditional computer networks for a large organization. Specific areas of interest for the INL application would include: Cisco networking and CheckPoint firewall systems/appliances and products
• Knowledge of Federal, DOE, and other regulatory policies
• Possess excellent written and oral skills to communicate effectively with technical personnel (equipment manufacturers, maintenance contractors, project engineers, etc.) and the ability to skillfully communicate complex concepts to a non-technical audience (Security staff, Fire Department, Operations staff), as well as management
• Skilled and experienced comprehension of dispatch concepts and operations
• Skilled and experienced in the disciplines of interpreting system anomalies and perform corrective actions through system troubleshooting, which may include equipment reset, equipment repair and modification of equipment configuration in consultation with other Communications Engineers and manufacturer technical personnel
• Working knowledge and experienced application skills for LANs, WANs, wireless networks, and other networking products
• Ability to lead network/telecommunication development projects, both classified and unclassified
• Ability to provide technical direction and provide performance reviews.
Must be a US Citizen.   Must be able to obtain and maintain a US DOE Q-clearance.
