  • Masters degree in cultural resource management, Archeology, historic preservation or a related field. Must have qualifications outlined in the Secretary of Interior Guidelines and Standards for Archaeology and Historic preservation.
  • Preferred 15 years of full-time experience in cultural resource management (Ability to act as principal advisor in the manage of diverse cultural resources)Minimum 10 years experience as a leader and/or direct supervisory role.
  • Solid understanding of multi-discipline characteristics within the cultural resource profession (such as istory, archaeology, historic architecture, landscape architecture, ethnography, museum studies, and archives).
  • US Citizen. Must be able to obtain and maintain a DOE Q Security Clearance.

Preservation Law, Philosophy, and Practice:

Extensive knowledge of laws, regulations, policies, and guidelines regarding the preservation and protection of cultural resources

  • National Historic Landmarks Program (54 USC 302102-302108)
  • Archaeological Resources Protection Act, as amended
  • Antiquities Act, as amended (moved to 54 USC 320301-320303 and 18 USC 1866(b))
  • Archeological and Historic Preservation Act, as amended (16 USC 470aa-mm)
  • Native American Graves Protection and Repatriation Act, as amended (25 USC 3001-3013)
  • Historic Sites Act, as amended (moved to 54 USC 320101-320106)
  • National Environmental Policy Act, as amended (42 USC 4321, and 42 USC 4331-4335)

Additional skills:

Experience and examples of drafted Programmatic Agreements, Memoranda of Agreement, and understanding with federal and state agencies

  • Managing research and professional topics and cultural resource surveys and inventories
  • Ability to use the data of the cultural resource inventories in the development of management practices
  • Knowledge of GIS technology, data collection, LiDAR, illustration of findings, etc.
  • Knowledge of HABS/HALS/HAER documentation methods, requirements, and practices
  • Ability to collect, analyze, and synthesize scientific information from research, monitoring, resources management actions, and other sources of information to solve management challenges of historic resources
  • Use of computer applications to manage, collect, and present findings
  • Solid understanding of archaeological data recovery plans, methodology and archaeological reporting requirements according to the Secretary of Interior Guidelines.
  • Serve as the point of contact when dealing with management and preservation of cultural resources
  • Recognition of interrelationships of projects, such as, maintenance, facilities, operations, research and development, and engineering
  • Ability to develop and orchestrate work plans and schedules for cultural resource staff in association with scopes of work, cost estimates, and budget proposals
  • Ability to direct diverse and complex programs of cultural resource management
  • Contracting/Cooperative Agreements
  • Ability to prepare cooperative agreements for the accomplishment of complex cultural resource programs including, but not limited to universities, museums, and subcontracts.
  • Planning
  • Ability to develop or coordinate the development of cultural resource components of resource management plans in areas with diverse and complex cultural resources.
  • Ability to lead complex planning undertakings or manage the development of new or revised cultural resource planning policies and methodologies.
  • Ability to integrate a working knowledge of NEPA documentation either through Environmental Assessments (EAs) or Environmental Impact Statements (EISs)
  • Compliance
  • Ability to apply extensive knowledge of compliance legislation and regulations to the development or revision of them and/or to develop implementing policies and guidelines (Section 106 and Section 110).
  • Ability to develop and assist in negotiation of programmatic agreements with State Historic Preservation Officers and the Advisory Council on Historic Preservation to resolve complex cultural resource issues.
  • Ability to advise and assist DOE with Tribal consultation.
  • Ability to apply compliance legislation and regulations in the development of agreement documents associated with adverse effects determinations.
  • Written and Verbal Communication Skills (writing samples may be requested upon interview)
  • Ability to produce complex, clearly-written, well-documented studies of publishable quality to support planning, preservation, management, and public access to cultural resources
  • Participate in the development and conducting of cultural resource training
  • Ability to convey complex training situations, which may include diverse staff outside of the cultural resource management profession
