Responsibilities
 

Idaho National Laboratory is seeking a Project Controls Manager.  In this role your duties will include:

 

 

• Providing leadership, guidance, mentoring, and direction to personnel to assure that they are sufficiently knowledgeable of Earned Value Management System (EVMS) data and analyses to execute their work scope in full compliance with contractual requirements in accordance with the Idaho National Laboratory (INL) Earned Value Management System (EVMS_ certification with the Department of Energy (DOE).

 

• Management of Project Controls Analyst (PCA) staff geographically dispersed and program imbedded.

 

• Collaborating with customers on the development and review of project plans, estimates, costs, contracts, schedules, and resources.

 

• Developing and implementing project controls and monitoring procedures to ensure the achievement of project scope, schedule and cost objectives.

 

• Collect, analyze, trend, forecast and report on project data, and cost from various sources (e.g. P6, BDSIS, COBRA, Empower, etc.) and stakeholders (e.g. engineering, procurement, construction, business management, etc.).

 

• Supporting the Project Management Office (PMO) Management System Lead (MSL) with

internal surveillances to ensure EVMS requirements are being met.

 

• Provide support to the PMO during surveillances and corrective action planning during internal DOE/INL surveillances and DOE Office of Project Management external project EVMS certification surveillance.

 

• Provide SME assistance in training classes when requested.

 

• Coordinate with the PMO on the implementation of earned value management process and procedure changes.

 

• Establish and maintain analysis, trending, forecasting, and reporting processes and dashboards within current INL software.

 

• Maintain, review, and revise baseline schedules and budgets consistent with established change control.

 

• Provide leadership and support in the development of the Work Breakdown Structure (WBS), Performance Measurement and Performance Baseline schedules, Life Cycle Schedules (LCS) and the Field Execution Schedule (FES), INL work authorizations document (IWAD), performance measurement and analysis, funds management, spend forecasts, performance forecast, estimates to complete, cost control and earned value performance measurement including the Budgeted Cost for Work Scheduled (BCWS), Budgeted Cost for Work Performed (BCWP), Actual Cost of Work Performed (ACWP), and Schedule Variance (SV)/Cost Variance (CV); and associated reporting and information distribution internally and to DOE and stakeholders.

 

• Expert knowledge of funds types and how they relate and are assigned to the work.

 

• Knowledgeable and able to provide guidance on matters such as schedule of values, contracting strategies, subcontractor relationships, tiers, and markups, change orders, etc. 

 

This position is recognized as a project controls and cost engineering SME within the organization, Laboratory, DOE complex and industry. It requires specialized depth and/or breadth of expertise. It interprets internal or external business issues and recommends solutions/best practices. Solves complex problems; takes a broad perspective to identify solutions. 

 

The Project Controls Manager directly contributes to the development of new project controls and cost engineering concepts and techniques. Responsible for approving work of other project controls staff. Routinely communicates and coordinates other staff managers (e.g., cost estimators, schedulers, planning and financial controls (PFC) personnel). Defines staff needs, developing selection criteria, and hiring personnel. Reviews staff progress and evaluates results. Pursues continual learning and self-development. Serves as spokesperson for the organization on major matters pertaining to policies, plans, and objectives. Provides leadership in identifying, promoting and developing new opportunities within PMO directorate.

 

  

Baccalaureate degree plus 5 years experience is required.

Additional requirements include:

• Earned Value Management System experience.

• Experience in performing, monitoring, or reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis, in the field and office.

• Knowledge in the use of computers for executing work processes.

• Proficiency in using PC operating systems and several basic software applications i.e. Excel, Word, and PowerPoint.

• Skilled in oral and written communication.

• Expert knowledge of aspects of Project Control scope, services, deliverables, customer needs, tools/systems, and processes and requirements.

• Project Controls experience with DOE 413 projects and requirements greater than $20M.

• Detailed working knowledge of Primavera P6, Empower, Acumen Fuse, and COBRA.

• Flexibility to respond to urgent project requests and/or changing priorities.

• Ability to work under pressure.

• Demonstrated ability to work with people of varied backgrounds and objectives.

• Must be able to obtain within 1st year of employment the INL EVM Work Code qualification

• Worked on projects with a NQA1 requirement
